Formation of the Maintenance District

Good News!  At a public hearing held on August 21, 2006, the Navajo County Board of Supervisors unanimously approved the formation of the Victory Heights Road Maintenance District (MD).  We would like to express our thanks to those property owners who attended the hearing to show their support of the MD, and to those who were unable to attend but provided written statements of support.  We would like to say a special “Thank You!” to those owners who stood up and made verbal statements of support to the Board of Supervisors.  We really appreciate your support, and we believe that the large number of owners who attended and spoke in support of the MD had a significant impact on the Board of Supervisors.

Next Steps

County Grading

As we have shared with you in prior letters, our MD will not receive any funding from the 2006 property tax bills which we have just received.  Funds for our MD will be included in our 2007 property tax bills, which means that funding for MD limited road enhancements will be available in late 2007, at the earliest.

 

In the meantime, the Navajo County Department of Public Works has committed to maintaining our roads, paid for by the County General Fund (with no charge to us), until our MD funds become available.  This County maintenance will consist of grading our roads once per quarter, i.e. four times per year.  We have already met with Clyde Holyoak, from the Department of Public Works, to do an informal survey of the roads to be maintained.  We expect that the initial grading will take place within the next few weeks.

 

Brush Removal

In preparation for this initial grading, we have already cut down the small trees and brush which had encroached on the main Victory Heights roadways (the Victory Heights -> Alserita -> Thistle -> Pine Cone corridor).  This allows the graders to reach the edges of the roads to bring up all surface materials which are there, and to create ditches to provide better drainage.  Although we have taken down these trees and brush, we have not removed the slash.  Instead, we have piled it as neatly as possible off the roadways, so that it does not interfere with road maintenance operations.  It is the responsibility of each affected property owner to dispose of this material as he/she sees fit.

We will remove brush from the other roadways, as requested by the grader operators.

 

Exclusive County Maintenance

Some of you have been very generous with your time and efforts by providing voluntary grading for some of the Victory Heights roads.  All of us who have benefited from the smoother roads are very appreciative of your contributions.  Now that the County is assuming maintenance of our roads, however, we request that you refrain from any further voluntary grading efforts.  The County will be taking steps to systematically build up the crowns of our roads over time.  This will require multiple grading operations to achieve the desired end result.  We do not want to take the risk that additional voluntary grading will interfere with the County maintenance operations.

 

Driveway Culverts

Many of our driveways currently have culverts at their junctions with the Victory Heights roadways to facilitate drainage.  Navajo County standards for driveways which connect to county roads require culverts with a minimum diameter of 18 inches.  The culverts in several of our driveways do not currently meet this standard.  Even though the Victory Heights roads are not considered to be Navajo County roads, we strongly recommend that Victory Heights property owners consider upgrading their driveway culverts to conform to the county standard, where required to protect the Victory Heights roadways from damage caused by the inability of their culverts to provide adequate drainage. 

 

Even after property tax funds become available to our MD, installation and maintenance of driveway culverts will continue to be the responsibility of the individual property owner.  Where required to protect Victory Heights roadways from water damage resulting from driveway interference with proper drainage, the MD will be forced take the grading steps necessary to restore proper drainage.

 

Please note that, when property tax funds become available to our MD, the MD will be responsible for installing and maintaining culverts within the Victory Heights roadways as required to provide proper drainage (as available funds allow).

Advisory Board

We will be establishing an Advisory Board for our MD, which will work together with the Department of Public Works to recommend annual budgets and annual maintenance plans for our MD to the County Board of Supervisors.  We expect to have this Advisory Board in place by late summer of next year, in time to meet the County’s budget cycle for 2008.  Anyone who is interested in serving on this board should contact either Sam or Jim.

This is a very exciting time for us as we begin to see the initial results of our efforts to provide better maintenance for the Victory Heights roadways.
