District Petition Update
We have good news! We
have received sufficient petition signatures to initiate the Maintenance
District (MD) formation process with Navajo
County. On June 20, we submitted the signed petitions
to the Navajo County Department of Public Works.
Specific Results
We received petition signatures from 43 property owners,
representing 59% of all owners within the proposed MD, and also representing
57% of the acreage within the MD. Also,
based on email and telephone inputs, we expect to receive two or three
additional petition signatures.
Note to
procrastinating property owners:
Please send in your signed petitions!
Even though we currently have enough to proceed with the formation of
the MD, these signatures could become important if problems arise during the
petition verification process (see Next Steps below).
It was especially gratifying to us to observe that about a
half dozen of the owners who had responded negatively to our initial survey,
changed their minds and signed petitions.
We feel that this indicates growing support for the MD, as people are
taking the time to carefully consider the options.
Next Steps
Over the next few weeks, we expect that Navajo County
will perform the following actions:
- They
will verify that the submitted petition meets their requirements.
- If there
are no problems, they will formally present the petition to the Board of
Supervisors at their meeting on July 17 and request that a hearing date be
set.
- If the
Board of Supervisors agrees to proceed, they will schedule a public
hearing on this matter to occur within 40 days of their July 17
meeting. Notice of this hearing
will be published in the newspaper and mailed to all owners. Any
objections or protests will be heard at the hearing.
- If the
results of the hearing are positive, the MD will be formed by formal order
of the Board of Supervisors at the close of the hearing. (Our goal is to form the MD early enough
this fall to allow funds to be collected as part of our 2007 taxes.)
More Good News
You may recall from our previous letters that we expected
that the MD would not be able to begin operations until late 2007 after tax
funds become available, even if it is approved this year.
Navajo
County has informed us
that they have identified $5,000 which can be made available to us shortly
after the MD is approved (pending formal approval of the County budget). These funds would allow the MD to begin limited
operation later this year (likely to be road grading only, with little or no
improvements), a year earlier than we had expected! Note also that these funds are a grant, not a
loan, and would not need to be “paid back” after tax funds become available to
the MD.
We would like to express our thanks to David Tenney, Navajo
County Supervisor representing our District, and to Dusty
Parsons, Navajo County Director of Public Works, for
identifying these funds.
In Conclusion
We expect that this will be our final letter to you for
quite some time, as the next steps in this process are the responsibility of Navajo County. They will be communicating with all of us as
required to complete this process.
