It’s been a long winter with lots of snow and it’s been hard on our roads.  With warmer, drier weather here we’ve started to repair winters damage and get our roads back in shape.  Tony Peterson completed a major repair at the corner of Gilbert and Hook’s Way and has re-graded all of the major roads.  There’s still a lot to do and we need additional funding.  The sooner we receive funds the sooner we can get work done.  We are asking that all property owners contribute $100 for our Road Maintenance Fund.  Please send checks to:

Update on Last Year’s Activities

-We sent out two letters last year requesting a $100 contribution per property owner.  The response was about 50% participation and we collected about $15,800 (approximately 115 contributors out of ~230 property owners) with some generous property owners contributing more than $100.

-We also did an informal poll asking property owners preference for road maintenance; continuing to maintain ourselves or forming a Road Maintenance District.  The results were 88 in favor of continuing to maintain ourselves and 42 in favor of forming a Maint. Dist.

-We had three meetings after being informed by the county that they would no longer be maintaining Sec 31 roads. The first was with the county to see what our alternatives were.  The second to discuss the alternatives among ourselves.  At our third meeting Jim Weeldryer from Victory Heights gave a presentation on their process and results in forming a Maint. Dist.  Afterwards there was enough interest by those in attendance to form a ‘Next Step Committee’ to begin gathering information to present to property owners to see if a majority would support a Maint. Dist.  You can read the Victory documents and follow the process on our website.  The Next Step Committee completed a lot of the initial work but progress has come to a stand still.  The next steps would be mailings (per the Victory Hts. outline) but unless there are volunteers to do the work it appears to be a dead issue. 

-We also have a Secondary Exit Committee exploring a secondary (emergency?) exit for Sec 31.  There have been some discussions but no conclusions to date.

-In the fall we asked for bids for road work to include bar ditching to re-establish drainage along the main roads, grading and snow removal.  We received two responses and chose Tony Peterson, TR Peterson Excavating, a local contractor.  By the time this process was completed it was early November and Tony started work in mid November, about the same time the winter snows started.  He completed bar ditching and graded twice but constant snows and melting deteriorated the roads.  We had the roads snow-plowed four times. 

 

Fund Expenditures/Balance

Initial fund balance:  $15800.00

Expenses:

-Winter grading                            $1950.00

-Winter snow plowing                   $2375.00

-Spring grading                            $2700.00

-Gilbert/Hook’s Way Repair          $1790.00

          Total Expenses                   $8815.00

-Fund Balance:  $6985.00

 

Proposed Plan for This Year

-Reserve for winter snow removal                                                                                  $  2,500

-Reserve for winter grading                                                                                            $  1,950   

-Repair intersection of Ponderosa and Canyon Ridge                                                      $10,000

 

 This area took a beating over the winter carrying all of drainage from Canyon Ridge

  and Ponderosa, over- flowing in several places, creating a Grand Canyon sized ditch

  in Canyon Ridge.  Temporary repairs have been made but any moisture will deteriorate

  it again.  This will benefit all property owners.  Culverts will be installed under Ponderosa

  and Canyon Ridge for drainage and ~290 tons of material brought in to elevate ~300 feet

  of road to keep water from overflowing drainage ditches onto/across the road.

-Bring in materials to build up road base on the major roads, Canyon Ridge, Ponderosa,       ????????

  High Ridge, Lone Mountain and Gilbert.  How much we can do depends on how much

  we receive in contributions. We will work with Tony Peterson and volunteers to prioritize. 

  For reference:

      Materials run ~$12 per ton for spec 2 ABC.  A double trailer load is 25 tons, @ $300.00. 

      This would cover ~200 feet of road, ~4” deep.  We have ~5 miles of main roads, or 26,400 feet,

      132 loads of material @ $39,000, plus sales tax and labor.

-Future projects, as the budget permits would be adding more culverts, estimate of ~$1000 each

  depending on location,…. And continued build up of road material.

 

Property Taxes (editorial comment)

-You should have received 2009 property tax valuations and you have until April 29, 2008 to protest. 

  We lost a valuable county service when they quit maintaining our roads, an expense that we

  now have to pay for.  Deteriorated roads limit access and bring down property values.  If

  we all protest the valuations, we might see some relief and help off set the expense of

  maintaining the roads ourselves.  Here’s a link to the Navajo County Assessor site for information,
